E-invoice submissions reach 2.14 billion as of Nov 2

Anwar says e-invoicing is intended to improve tax fairness and detect non-compliance, rather than introduce new taxes or raise the public’s tax burden.

About 269,900 taxpayers had filed 2.14 billion e-invoices as of Nov 2, according to Prime Minister Datuk Seri Anwar Ibrahim. He said the system was aimed at making taxation fairer and identifying non-compliance, not imposing additional taxes or increasing the burden on the public.

The remarks were made in a speech for the 2026 Innovation and Integrity Day celebration organised by the Inland Revenue Board (IRB) in Cyberjaya. Finance Minister II Datuk Seri Amir Hamzah Azizan delivered the speech on behalf of Anwar, who also holds the finance portfolio.

Anwar said technology, automation and data analytics could strengthen tax administration, but human judgement remained necessary when decisions affected people’s rights and interests. He said technological advances should be guided by human values, rather than allowing technology alone to determine outcomes.

He also called for equitable enforcement, saying it was unfair for workers to pay tax while people with greater financial resources hid income through complex business transactions and accounting practices. IRB officers should act firmly against intentional evasion while using legally permitted discretion to help taxpayers needing guidance, he said.
