Donna Buduson, RN, UM, Advances Patient Advocacy Through Clinical Excellence and Utilization Management

Experienced Nursing Professional Combines Compassionate Patient Care, Clinical Review Expertise, and Community Service to Support Better Healthcare Outcomes
Rochester, New York Sep 7, 2026 (Issuewire.com) - Donna Buduson, RN, UM, is a dedicated nursing and Utilization Management professional whose career is defined by patient advocacy, clinical excellence, and a commitment to helping individuals receive appropriate care at the right time. With experience spanning direct patient care, nursing supervision, utilization management, clinical review, and healthcare operations, Buduson brings a comprehensive perspective to the increasingly complex healthcare environment.
Donna's nursing journey began in 2007, when she completed her Licensed Practical Nursing education at the Isabella Graham Hart School of Practical Nursing in Rochester, New York. Her commitment to professional development continued throughout her career, ultimately leading her to Bryant & Stratton College in Rochester, where she earned an Associate of Applied Science in Nursing in April 2025. She successfully passed the NCLEX in May 2025 and now holds Registered Nurse licenses in New York and Oregon, in addition to Licensed Practical Nurse licenses in New York and Connecticut.
Her educational and professional foundation includes training in medical-surgical nursing, pharmacology, pathophysiology, community health, geriatrics, mental health, and family and child nursing. She also holds Basic Life Support and IV Therapy certifications, further strengthening her ability to respond to patients' clinical needs across a variety of healthcare settings.
A central focus of Donna's career is Utilization Management, where she evaluates healthcare services to help ensure patients receive medically necessary, appropriate, and evidence-based treatment. In her current position as a Utilization Management Review RN with Toney HealthCare, she reviews medical records, evaluates treatment plans, assesses medications and procedures, and applies established clinical criteria when determining medical necessity and appropriate levels of care.
Her previous work with Monroe Plan/YourCare Health Plan expanded her knowledge of prior authorization, long-term services and supports, appeals and grievances, regulatory compliance, provider education, and healthcare fraud prevention. These responsibilities have strengthened her ability to balance patient needs with clinical guidelines and healthcare system requirements. She works collaboratively with physicians, nurses, providers, and other healthcare professionals to help facilitate informed decisions and appropriate access to services.
Before focusing extensively on Utilization Management, Donna developed substantial hands-on nursing experience. As an LPN and Nursing Supervisor with The Grand Healthcare System, she provided direct resident care, administered medications, managed IV therapy, communicated with physicians, supported nursing staff, and helped address complex staffing and patient-care challenges. Her earlier positions in senior living, internal medicine, and operating room environments provided additional experience in medication administration, triage, clinical procedures, surgical support, staff training, and patient advocacy.
One of the most significant moments of her career came during a workplace medical emergency involving a coworker who experienced sudden cardiac arrest. She participated in a successful CPR and AED response that helped save the individual's life. Her actions earned special recognition from organizational leadership, including the Chief Operating Officer and Chief Medical Director, and were subsequently featured in a local news report highlighting the importance of AED preparedness in the workplace.
For Donna, nursing is deeply connected to compassion and advocacy. She particularly values the opportunity to help patients navigate some of the most uncertain periods of their lives. In Utilization Management, she finds purpose in advocating for patients while helping ensure they receive the right care at the right time, particularly when they are waiting for critical treatments, biopsies, surgeries, or chemotherapy.
Her personal experience with a rare, chronic cancer has also shaped her perspective and strengthened her ability to empathize with patients facing difficult diagnoses and lengthy treatment journeys. That experience has reinforced her belief in the importance of reassurance, compassion, and being present for patients when they need support most.
Beyond her professional responsibilities, Donna remains committed to community service. She has supported the Jamieson Ritter Foundation since 2024 and the A Story of Hope Pediatric Hospice Fundraiser since 2023. She has also participated in breast cancer awareness fundraising initiatives, reflecting her broader commitment to supporting individuals and families beyond the clinical setting.
Through continued education, professional growth, patient advocacy, and community involvement, Donna Buduson represents the evolving role of the modern nurse. Her combination of clinical knowledge, Utilization Management expertise, emergency response experience, and compassion enables her to contribute meaningfully to both individual patient outcomes and the broader delivery of quality healthcare.
