Rehda Selangor seeks clearer rules for housing development
Developers face rising costs and more complex demands on affordability, quality and sustainability, the association’s chairperson said.

Rehda Selangor has urged government agencies to coordinate more closely and apply policies consistently, saying clearer regulations would help developers deliver housing and support sustainable growth in Selangor’s property sector. Chairperson Datuk Edward Chong Sin Kiat made the call at the Rehda Selangor Housing Convention 2026 in Bangi on Nov 3.
Chong said developers were contending with higher development costs, shifts in market conditions and increasingly complex requirements concerning affordability, sustainability and quality. He said regulatory certainty was not about approving every application, but about making requirements and decision-making processes clear and bringing relevant parties together to tackle practical difficulties.
The association would maintain engagement with local authorities, state agencies and the Selangor government to put forward developers’ feedback and proposals, Chong said. He also stressed that responsible development depended on infrastructure provision, effective planning, clear rules and coordination in approvals.
Separately, Selangor Menteri Besar Datuk Seri Amirudin Shari said AI and data analytics could improve urban and housing planning. His keynote address, delivered by Rehda Malaysia secretary general Datuk Tan Hon Lim on his behalf, outlined how combining demographic, income, transaction and infrastructure data could help assess demand and purchasing capacity and flag potential oversupply. He said developers could also use AI to assess feasibility, study buyers, manage risks, optimise costs and improve productivity.
