Malaysia’s National Cost of Living Action Plan 2030 (NCLAP30) contains 429 measures grouped into 35 strategies, with higher incomes and stable prices for essential goods and services as its priorities, Domestic Trade and Cost of Living Minister Datuk Armizan Mohd Ali said.

Prime Minister Datuk Seri Anwar Ibrahim launched the five-year plan in Melaka on Oct 24. Armizan said it would retain and strengthen existing initiatives, including those with fiscal commitments, alongside new measures addressing living costs.

The National Cost of Living Action Council (NACCOL) will oversee implementation under an expanded mandate. Its work previously centred on assessing new initiatives and cost-of-living issues; it will now also track delivery of the plan’s measures across ministries and government agencies.

Armizan said the monitoring was intended to support orderly, targeted implementation and avoid duplication. The plan also provides a national framework to coordinate government efforts, with participation from businesses, non-governmental organisations and the public.

Its eight strategic clusters cover food and income; education and health; housing and transport; and utilities and general matters. According to Armizan, NCLAP30 aligns with the Madani Economic Framework and the 13th Malaysia Plan.

He said the plan was designed to adapt to domestic challenges and uncertainties arising from global geopolitical and geoeconomic conditions.
