Smartsel and Air Selangor to study fibre deployment along utility corridors
The partnership will also assess smart water applications and whether water infrastructure sites could accommodate digital facilities.

Smartsel Sdn Bhd and Pengurusan Air Selangor Sdn Bhd (Air Selangor) plan to examine using existing utility corridors for high-capacity fibre deployment under the proposed Selangor Dark Fibre Network 2.0.
A memorandum of collaboration (MoC) was exchanged on Oct 16 at the MBI Pavilion during the Selangor International Business Summit (SIBS) 2026. Both companies are subsidiaries of Menteri Besar Selangor (Incorporation) (MBI Selangor).
The proposed network is intended to serve growing demand for connectivity among businesses, telecommunications operators, cloud providers, data centres and artificial intelligence infrastructure. The partnership pairs Smartsel’s technology and digital infrastructure capabilities with the water utility infrastructure operated by Air Selangor.
Beyond connectivity, the companies will investigate smart water applications using fibre sensing, real-time monitoring and Internet of Things (IoT) technology. These are intended to improve surveillance of pipelines, help identify leaks earlier and increase operational efficiency.
Selected service reservoirs and elevated water tanks will be assessed as potential sites for modular data centres, telecommunications infrastructure and distributed edge computing. Their suitability will depend on operational requirements and technical feasibility.
An MBI Selangor statement said the partnership would also examine cloud services, cybersecurity, managed information technology and enterprise connectivity for Air Selangor’s digital transformation. The companies intend to draw up a joint working framework covering initiative priorities, commercial and technical assessments, and implementation plans agreed by both parties.
