SC enforcement returns RM1.98 million to 239 investors in 2025

A further RM8.6 million was allocated for restitution involving 933 investors, Finance Minister II Datuk Seri Amir Hamzah Azizan told Parliament.

Enforcement of capital market laws by the Securities Commission Malaysia (SC) resulted in 239 investors receiving RM1.98 million in 2025, according to Finance Minister II Datuk Seri Amir Hamzah Azizan.

Speaking during Dewan Rakyat question time on Oct 8, he said another RM8.6 million had been set aside for restitution involving 933 investors. He was answering Khoo Poay Tiong (Pakatan Harapan-Kota Melaka) on the effectiveness of SC enforcement in protecting investors.

Amir Hamzah said enforcement last year produced nine criminal convictions and RM13.1 million in fines imposed by courts. Civil proceedings yielded RM2.1 million in recovered illicit gains and civil penalties, while regulatory settlements recovered RM9.08 million.

On regulatory jurisdiction, he said each agency’s responsibilities were determined by its statutory mandate. Matters spanning multiple agencies were handled by sharing information, referring cases and coordinating investigations and enforcement.

He also said joint efforts by the SC and Malaysian Communications and Multimedia Commission (MCMC) during 2024 and 2025 led to the blocking and suspension of 328 websites and 388 Telegram accounts, along with 60 telephone numbers. These were linked to financial scams and fraudulent investment schemes.
