Four studies now underway will guide the government’s decisions on a national nuclear power plant, including its technology and construction timetable, Minister of Science, Technology and Innovation Datuk Chang Lih Kang said on Oct 26. The studies are expected to be completed within 12 months.

Addressing the Dewan Rakyat during the policy-stage debate on the Supply Bill 2027 (Budget 2027), Chang said the government was considering options including small modular reactors (SMRs) on land or afloat. The technology selected would take account of the country’s requirements and circumstances.

The studies examine financing arrangements and an owner-operator model, assess and prioritise sites, evaluate technologies and develop an industrial road map. They form part of an electricity-generation nuclear technology development programme under the Ministry of Energy Transition and Water Transformation.

Chang also emphasised public acceptance, saying a lack of support would make the project difficult to pursue. To build understanding, his ministry added nuclear advocacy activities to the 2026 National Science Week Carnival through practical learning and engagement grounded in scientific facts.

He said Malaysia’s nuclear rules now meet International Atomic Energy Agency (IAEA) standards after changes to the Atomic Energy Licensing Act 1984 (Act 304) took effect on Dec 1, 2025. According to Chang, the amendments cover the ‘3S’ framework of safety, security and safeguards.
