The Ministry of Finance (MOF) said disbursements under Sumbangan Tunai Rahmah (STR) and Sumbangan Asas Rahmah (Sara) had reached nearly RM11 billion as of September 2026. The government allocated RM15 billion to the programmes for 2026, with support directed particularly towards low-income groups and vulnerable communities.

Transactions under monthly Sara assistance totalled RM5.2 billion by September 2026, with utilisation at 99.7%, the ministry said. Separately, purchases through Sara Untuk Semua involved more than 20 million citizens, or 90% of recipients, and generated nearly RM1.9 billion in local-market transactions.

According to MOF, nearly nine million citizens qualify for monthly Sara assistance in 2026. STR payments are made quarterly to eligible households and elderly recipients, with RM3.6 billion paid across three phases by September 2026.

The figures were provided in a written parliamentary reply to Tan Sri Muhyiddin Yassin (PN-Pagoh), who asked about the allocation’s effectiveness in supporting basic spending and reaching low-income citizens. MOF said assessment measures include coverage, utilisation, targeting accuracy and whether the assistance meets basic needs.
