Maybank, CIMB and Public Bank retain additional capital buffers
The annual assessment used end-2025 data, with requirements remaining at 1% for Maybank and 0.5% each for CIMB and Public Bank.

Bank Negara Malaysia (BNM) has kept additional capital requirements unchanged for Malayan Banking Bhd, CIMB Group Holdings Bhd and Public Bank Bhd following its annual assessment of systemically important banks.
In a statement on its website, BNM said the assessment used data as at end-2025. Maybank’s higher loss absorbency (HLA) requirement remains at 1% of risk-weighted assets, while CIMB and Public Bank each retain a 0.5% requirement.
The HLA buffer applies to banks where distress or failure could cause significant disruption to Malaysia’s financial system and broader economy.
BNM’s D-SIB framework allows it to require extra capital, step up supervision and monitor banks more closely to protect financial stability.
In its 2020 policy document, BNM cited growing links across the financial system and financial groups’ regional expansion as reasons for stronger oversight of institutions considered systemically important.
