KDEBWM switches to fuel cards for digital spending oversight
The Caltex collaboration will provide cards to 452 subcontractor company representatives and lorry operators, with security PINs included.

KDEB Waste Management (KDEBWM) is moving from cash payments for fuel to Caltex StarCard under a collaboration with Chevron Malaysia Ltd (Caltex). Its managing director, Datuk Ramli Mohd Tahir, said the system would give management real-time oversight of fuel bought for utility vehicles serving districts across Selangor.
At the launch in Shah Alam’s Selangor International Trade Centre (SITC), Ramli said cards and security PINs would be issued immediately to 452 representatives from subcontractor companies and lorry operators. He said the initiative would help KDEB lorries use Caltex Euro 5 diesel more efficiently.
According to Ramli, management would be able to view digitally recorded purchases through a virtual dashboard, including the refuelling location, time and fuel volume. He said the previous cash arrangement risked misuse, while the card system would help prevent fuel diversion. Rebates, reward points and more systematic expense administration would also be benefits of the long-term collaboration, he added.
Caltex Malaysia chairman Leong Jee Wong said businesses could impose purchase limits and keep transaction records and account statements under agreed conditions. He said the platform offered spending oversight and reporting through the web or mobile devices, alongside PIN activation and fraud detection through StarCard Online.
