Funding Societies sees lower financing costs from Budget 2027 measures

A RM270 million allocation will support access to private capital, while P2P agreements will carry a flat RM10 stamp duty from Jan 1, 2027.

Budget 2027 measures will make capital more accessible and financing less costly for businesses, Funding Societies Malaysia said, citing RM270 million allocated to support fundraising through peer-to-peer (P2P) financing and equity crowdfunding (ECF). The allocation covers social enterprises, mid-sized companies and small and medium enterprises (SMEs).

In a statement, country head Chai Kien Poon said participation by private investors would encourage discipline in assessing risk and channel capital towards businesses outside banks’ reach.

Chai also welcomed up to RM1 billion in financing through the Bumiputera Agenda Steering Unit (TERAJU) for Bumiputera contractors. He said contractors in the G1 to G4 categories require funds for wages and materials before project payments arrive. The company expressed interest in continuing its TERAJU partnership.

For P2P financing agreements, Chai said a flat stamp duty of RM10 would ease capital-access costs, particularly for micro, small and medium enterprises (MSMEs) that lack adequate financing services. The measure applies from Jan 1, 2027, until Dec 31, 2030.

He said Budget guarantees from Credit Guarantee Corporation Malaysia (CGC) and Syarikat Jaminan Pembiayaan Perniagaan Bhd (SJPP) would bring down risk premiums and encourage further institutional investment through P2P platforms. He urged broader access to those guarantees for non-bank providers, including digital platforms.

Funding Societies Malaysia wants to develop its CGC partnership and consider a complementary partnership with SJPP. Chai said implementation should offer straightforward eligibility requirements and speedy processing, reaching MSMEs with limited banking records or no collateral.
