E-invoice submissions total 1.99 billion as at Oct 1
More than 268,000 taxpayers submitted e-invoices, with 196,031 participating under phase four of the rollout, according to LHDN.

The Inland Revenue Board (LHDN) reported that e-invoice submissions stood at 1.99 billion as at Oct 1, involving more than 268,000 taxpayers. Its chief executive officer Datuk Dr Abu Tariq Jamaluddin announced the figures following the launch of Bulan HASiL 2026 in Putrajaya.
Abu Tariq put the number of taxpayers submitting under phase four at 196,031. Participation in the earlier phases comprised 5,582 taxpayers in phase one, 14,579 in phase two and 51,815 in phase three. The system began on Aug 1, 2024.
He also said the government had lifted the e-invoicing exemption threshold to RM3 million from RM1 million. Effective Sept 1, 2026, micro, small and medium enterprises (MSMEs) are exempt from the requirement if their annual income or sales are below RM3 million.
Separately, Abu Tariq said active tax files at LHDN numbered more than 620,000 in the corporate category and over 7.6 million in the individual category as at Aug 31, 2026.
In his speech, he described Bulan HASiL as an opportunity for taxpayers to return to voluntary compliance. LHDN's initiatives include the Special Voluntary Disclosure programme (PKPS) for e-invoicing and stamp duty, together with the Voluntary Income Tax Disclosure campaign.
He said PKPS e-Invois focuses on compliance with e-invoicing, while PKPS Duti Setem provides penalty exemptions when taxpayers regularise stamp duty matters. The income tax campaign allows income declarations to be corrected. Bulan HASiL also includes a nationwide roadshow on tax literacy throughout October 2026.
