Cooking oil subsidies total RM3.886 billion for 2024-2025
Palm oil windfall profit levies generated RM3.278 billion over the same period, according to the Ministry of Finance.

Government spending on cooking oil subsidies amounted to RM3.886 billion from 2024 to 2025, the Ministry of Finance (MoF) said. This compared with RM3.278 billion in windfall profit levies collected from the palm oil industry over those years.
The figures were provided in the ministry’s written answer to Bakri Jamaluddin (PN-Tangga Batu), who asked about palm oil levy collections and how the money was used.
MoF explained that the levies form part of Federal Government revenue. The receipts go into the Federal Consolidated Fund under Article 97(1) of the Federal Constitution, before being allocated through the annual budget to programmes benefiting the public.
Those allocations include yearly subsidies through the Cooking Oil Price Stabilisation Scheme. The ministry said the government continues providing cooking oil subsidies to shield people from increases in market prices for crude palm oil.
