Malaysia plans blockchain route for retail investment in government sukuk

The Budget 2027 initiative would allow Malaysians to choose whether their investment supports education, healthcare or social protection.

Prime Minister Datuk Seri Anwar Ibrahim announced plans for a tokenised retail savings sukuk initiative when tabling Budget 2027 on Oct 9. The measure would give ordinary Malaysians another way to invest in government sukuk.

Anwar said the initiative would use blockchain technology, allowing investors to select the national priorities supported by the money raised. The choices would include education, healthcare and social protection aimed at helping the poor.

He said the arrangement would enable members of the public to help finance the priorities they wanted to support.

Currently, only institutional investors can participate in primary government sukuk issuance. Retail investors can already buy these instruments on the secondary market through exchange-traded or over-the-counter transactions. The planned initiative would offer an alternative route for their participation.
